California Building Code Requirements for Glass Railings
If you are planning to install glass railings in California, it is important to understand the building code requirements that apply to your project. The 2022 California Building Code (CBC), which took effect on January 1, 2023, sets the standards for all glass guardrail installations in the state. Under CBC Section 1015, all guards must be at least 42 inches high measured from the walking surface. On open sides of stairs in residential settings, the minimum height is 34 inches measured from the line connecting the leading edges of the treads. Glass used in guardrails must comply with CBC Section 2407 and meet Category II of CPSC 16 CFR Part 1201 or Class A of ANSI Z97.1. This means fully tempered or laminated heat-strengthened glasswith a minimum thickness of 1/4 inch. For frameless glass railing systems, the most common options are 1/2 inch, 9/16 inch, or 11/16 inch laminated tempered glass, depending on the height of the panels, wind load conditions, and the specific mounting system being used.
Every glass guardrail must be able to withstand a distributed load of 50 pounds per linear foot and a concentrated load of 200 pounds applied at any point and in any direction. Openings in the railing system cannot allow a 4-inch sphere to pass through at any point from the walking surface up to the required guard height. When structural glass balusters are used, CBC Section 2407 requires an attached top rail or handrail supported by at least three glass panels. If one panel breaks, the top rail must remain in place. There is one exception to the top rail requirement: if the glass panels are laminated with two or more plies of equal thickness and the same glass type, and the system has been tested to remain in place after impact per ASTM E2353, a top rail is not required. In the City of Los Angeles, LADBS adds further requirements including a maximum panel width of 74.8 inches and a maximum guardrail height of 46 inches including the cap rail.
California also requires regular inspections of balconies and exterior elevated elements under SB 326 for condominiums and SB 721 for rental apartment buildings. These laws apply to any elevated structure six feet or more above grade, including railings and guard systems.
