California Pool Fence Requirements
California law requires every residential swimming pool and spa to have a safety barrier that meets specific building code standards. These rules protect children and pets from unsupervised access to the water. If you are building a new pool, remodeling an existing one, or replacing your pool fence, you must follow the California Building Code (CBC) Section 3109 and the Swimming Pool Safety Act (Health and Safety Code Sections 115920 through 115925).
Barrier Height and Clearance
The pool barrier must be at least 60 inches (5 feet) tall, measured from the exterior side facing away from the pool. The vertical clearance between the ground and the bottom of the barrier cannot exceed 2 inches. These measurements apply to all barrier types including glass, metal, wood, and mesh fencing.
Openings and Climbing Prevention
No opening in the barrier can allow a 4-inch sphere to pass through. For chain link fencing, mesh openings must not exceed 2.25 inches. Diagonal members must create openings no larger than 1.75 inches. The barrier surface must have no footholds or handholds that would allow a child to climb over.
Gate Requirements
All pedestrian gates must open outward, away from the pool area. Gates must be self-closing and equipped with a self-latching mechanism. The latch release must be positioned at least 54 inches above the ground on the pool side. Every gate must be capable of accommodating a lock.
Drowning Prevention Safety Features
When a building permit is issued for a new or remodeled pool at a private single-family home, at least two of these seven drowning prevention features are required:
- An approved pool enclosure that isolates the pool from the home
- Removable mesh fencing (ASTM F2286) with a self-closing, self-latching, lockable gate
- An approved safety pool cover (ASTM F1346)
- Exit alarms on doors with direct pool access
- Self-closing, self-latching door hardware with release at least 54 inches high
- An alarm that activates when someone enters the water
- Other means approved by the local building authority
